Not sure what the difference is between
seedling & transplant, and plug?

  2 year seedling (2-0) Two years in the original seedbed

  4 year transplant (2-2) Two years in the original seedbed and two years in the transplant bed.

     3 year plug transplant (P + 2).  One year greenhouse grown and two years field grown in the transplant bed.     

     The first number indicates the number of years in the original seedbed.  A "P" here indicates that it was grown in a greenhouse for one year.  The second number indicates the number of years in the transplant bed.  The total of the two is the age of the plant.  With a transplant you will have better branching and a stronger root system.  This will get you a larger tree faster.
